
The "in administration" club Portsmouth basicly asked for permission from the Premier League to do business outside the transfer window so they could pay their debts.
The Premier League initially refused but the position has now changed after a board meeting several days ago where Pompey's were deducted nine points punishment for going into administration.
Administrator Andrew Andronikou has been given the "green light" to begin negotiations over the sale of the club's players, although there are some terms attached.
A Premier League statement today read: "The Premier League board meeting that convened last week to consider the administration of Portsmouth FC dealt with a number of matters beyond just the application of the sporting sanction (deduction of nine points).
